Family sues St. Louis County after woman dies in flooding

ST. LOUIS COUNTY, Mo. – The family of a woman who drowned in extreme flooding is suing St. Louis County and multiple county contractors. 

Nancy Parisotto, 63, drove off the road at a bridge on Bayless Avenue and into Gravois Creek and drowned last November. 

Her family has now hired attorney Kevin Carnie Jr. with The Simon Law Firm, saying this could have been avoided. 

“This was a St. Louis County project and they were supposed to make sure this was all up to standards,” Carnie said. 

The Bayless Avenue bridge was under construction and had been partially demolished at the time. 

Due to extreme flooding, It was hard to tell exactly what was under all of the water. 

The bridge was still open to traffic at the time, but Nancy drove where the bridge used to be and ended up in Gravois Creek. 

A wrongful death lawsuit names the county and multiple contractors and subcontractors. It centers around if crews had proper barriers to warn and protect drivers.

People who witnessed the flooding told FOX 2 that there were signs and barricades up around the time of the flooding. However, they believe the rushing water from the creek could have washed them away.

FOX 2 obtained surveillance images from the morning of the flood. 

It shows barriers on the road around 5 a.m., but they appeared to be shifting. By 5:45 a.m., some of the barriers are no longer visible.  

“Those were deficient. The right things were not in place. The barricades that were used were not anchored down. There wasn’t sufficient signage,” Carnie said. 

FOX 2 reached out to all the defendants in the case and had not heard back at the time of publication.
